If $HOME/.local/bin does not exist, distrobox-export fails within a root container.

Describe the bug
if $HOME/.local/bin does not exist and you run distrobox-export inside a root container it fails with /usr/bin/distrobox-export: line 213: /home/user/.local/bin/distrobox_sudo_askpass: No such file or directory

To Reproduce

• delete the bin folder under .local
• execute distrobox-export within a root container

Expected behavior
successful execution of distrobox-export

Desktop:

• distrobox version: 1.7.2.1
• openSUSE Aeon RC2
• distrobox preinstalled

Additional context
it should be checked whether the bin folder exists before the real command is executed
