Enhancement

Currently, pycURL is a problematic dependency. It's problematic in that it can be a pain to install on linux, and newer versions do not always work. Further, libcurl did not follow redirects leading to incorrect behavior on some pdsc files.

We should switch to another url-downloading thingey like urllib2
