Editing filter is not auto-detected in filter editor after click on "edit" button

Precondition:
Filtering editor have to be already open and choose any filter except user rules

Steps to reproduce

1. Open settings
2. Go to "Ad Blocker"
3. Under "Installed filters" section click on "gear" icon near "user rules"
4. Click on "edit"

Expected behavior

"User rules" filter field have to be open in filtering editor

Actual behavior

Opens filter that was chosen before in filter editor
