After starting the system the message "The app can't reach AdGuard servers" shows up #4590

Issue Details

"When my Windows computers start from sleep mode, it takes a certain time for them to restore the internet access. While the internet access is not up yet, AdGuard shows a "The app can't reach AdGuard servers" message. Seeing it every time the system wakes up is a little bit annoying."

Expected Behavior

AdGuard should not show the message until the Internet connection is established.

I get the same message when waking up my laptop from a hibernated state. This issue could be solved by implementing a timer from when the app starts to when it needs an Internet connection to retrieve updates. I'm pretty certain previous versions of the software had this. No idea why it would have been removed.

Uninstalling with Uninstall.Utility in extended mode, install 7.13 beta 1, same bug. Rolled back to version 7.12
