Hard-code support for "get_entities" (i.e. parameterized project_uuid hand-off) to SCP.

SCP will provide an endpoint of their choice to receive the generic project hand-off (e.g. https://singlecell.broadinstitute.org/single_cell/study/hca/<hca_project_uuid>).

If the specified project is not yet available in the SCP then the “head request” from the HCA should return an error. This will be used by the Data Browser decide whether or not to enable a link to the SCP on the associated project details page.
