Add dsinclair and simonhatch as owners for tracing* in components/

This CL adds dsinclair and simonhatch as the owners for tracing* in components/. This is consistent with the owners file at components/tracing/OWNERS. This is mainly for tracing.gyp and tracing_nacl.gyp.
