Clarify meaning of "confidence" in results #385

Could you clarify what "confidence" means in the geocoding results that your program returns? In this case I mostly use google. Is 1 best? Is it based on not having a partial match? It is based on the return accuracy (APPROXIMATE)? Does it go from 1-10?
