Deprecate running with CRU and Qian forcing #2598

To reduce complexity and testing massive numbers of permutations of interacting options we'll deprecate Qian and Cru forcing for our testing. We still want to use Qian for speed for some single point tests. And I think CRU should be tested with clm45, just not with any other physics.

No surprise here, but I'm supportive of cleaning house and reducing the complexity of what we're supporting as much as possible.
