Explicitly show that SOCKS authentication is not available on Chrome #1512

Since many people get confused that they can't find the padlock icon for SOCKS proxy, I think it is better to make explicit.

In the proposed new behavior, the padlock icon will still be shown for SOCKS proxies, but clicking on the button will open a popup explaining that this can't be done and why. It should also link to the Chromium issue.
