not sure if it's helpful but, fwiw: i am using this script i just found with tampermonkey to work around the issue for now. it forces the pwa titlebar to "#000000" black. so it doesn't respect the dynamic system theme either just sets all pwa title bars to one color, but anyway here it is.

also, this is with windows 11, and i found the same results with vivaldi and edge browser, both chromium based browsers.
