Define process for reviewing user docs, build system, and component dependencies for consistency, document it and make sure it's done.

Dependencies are defined in CMakeLists.txt file in top-level directory for each component; e.g., https://github.com/LLNL/axom/blob/develop/src/axom/klee/CMakeLists.txt#L5

Do prior to each release (i.e., add as item in release process) or more frequently?

Possibly pull in script from Smith/Serac team to generate graphviz file for this.
