Add the docker-compose implementation for the newly created EGA-DATA-API repo (https://github.com/EGA-archive/ega-data-api), to make the testing of DATA-OUT easier.

There's a bug that blocks us from using RES with S3 backend, I've created an issue for htsjdk project: samtools/htsjdk#1181
However, we can create a temporary fix to work-around this issue.
