Please describe the feature

as a user I want frugal mode to be off per default to mimic the regular chatGPT UI

Detailed description

  • Frugal mode should be false per default

Acceptance criteria

  • Either Hide the frugal mode and always have it off or make the switch initial state to be off.

Additional context

this is not the same as the frugal_mode_control setting in the admin interface
