Email notifications recieved with all notifications settings turned off

Describe the bug
Received email notifications about changes of statuses of some monitors, even with all user settings about notifications deactivated

To Reproduce
Steps to reproduce the behavior:

1. Create a new project and add 1 monitor
2. Change the status of the monitor (force to be offline o start a scheduled maintenance)

Expected behavior
Even being the owner of the project, If I deactivated all user settings about notifications, I don't want any email notifications about changes in monitor. This can generate a spam on the inbox.

I tried to add to each monitor a "dummy" owner (with dummy email) to see if this fix the issue, but not works.

The final approach is configure notifications settings with the higest level of "granularity" to have high control about email notifications.
