• minor updates to the setup scripts: r24674 (remove more python2 as per drop python2 support #2290)
• workaround from setuptools win32 breakage #2033 is still needed (merge it into setup script? report upstream?)
• blocked by pdfium: 0-day: rebuild with new pdfium dll #2470

Done with minor tweaks to support MSVC 2019 paths: r24700 + r24699.
