Static Youtube Top Bar

It was an Experimental feature at some point that made the top bar static but in wouldn't scroll the video right, it would scroll two much so about 20px of the video didn't show.

Can you please introduce the Static Bar + scrolling so only the video shows at the top of my web browser window?

The experimental feature only works now if I use a saved configuration file:
