With #97 changing the current network-cloud type to the multi-tenant type, there will be a need to create a new network-cloud type. At a minimum, it will need to include deploying Open Stack Helm though additional components should be evaluated for inclusion when this story is worked.

In addition to the above, the network-cloud type should include Multus (#20), SR-IOV (#21) and Calico Dual Stack support (#22).

This is a future type and would most likely be included post-V2 unless there's an urgent need sooner
