[GLCC] Spring Cloud Alibaba ecosystem, add rpc component

Background

The goal of Spring Cloud Alibaba (SCA) is to simplify the process of user development of microservice applications, provide users with a one-stop microservice solution, and simplify the cost of accessing various microservice components in user applications. Based on this project goal, we plan to provide SCA with the integration capability of industry-leading rpc components.

Task details

The rpc components planned for this task are Apache Dubbo and gRPC, with participants providing spring cloud alibaba rpc dubbo starter or spring cloud alibaba rpc grpc starter for sca

Deliverables

1. Specific starter implementation for rpc component integration, submit PR
2. Relevant user documentation and examples
