Option to add path to .altvpkgrc.json

I encountered this problem. I created a script that creates binaries from the altv-pkg package in the prod_resources folder. But when the command is executed, it does not see the .altvpkgrc.json file because it is located in the project root and the command is executed in the prod_resources folder.
