Introduce a cache model with LRU properties

Is your feature request related to a problem or challenge? Please describe what you are trying to do.

At the first stage, I plan to introduce a LRU based cache model directly into the Ballista repo, based on existing common implementations, like https://github.com/triplehex/hashlink and https://github.com/dataslime/ritelinked. Then we can quickly do customization, like addling more metrics. In the future, we may propose related common features and improvements to those common projects.
