Refactoring table and format doc contents #2728

I have been thinking about doing a refactoring of the website doc contents before 0.12.0 release. Currently we have 2 tabs Tables and Format that holds most of the Iceberg concepts. It has 3 major problems:

  1. contents are duplicated across the 2 places, and it's hard to keep both up to date.
  2. the spec page is growing too long, to the point that UI cannot even show all the section tabs in that page.
  3. spec contains all the key concepts that new users are interested in knowing, but it's the last thing in the website.

I propose that we combine information under those 2 tabs into a Concepts tab that describes the sections inside the spec one by one in separated files.

Any thoughts on this?
