Arrow knows how to interpret Time in millis via TimeMilliVector, but currently the problem is rather that in ArrowReaderTest we write a Parquet file based on the Iceberg schema, where the TimeType is always interpretet as micros.
We would probably need to write our own ArrowParquetWriter & ArrowParquetReader (similar to SparkParquetWriters / SparkParquetReaders) in order to be able to write a Parquet file based on Arrow schema
