In trying to install tartube via rpm or pip I receive the following error message in both pip and rpm:

WARNING: Skipping /usr/lib/python3.12/site-packages/tartube-2.5.0-py3.12.egg-info due to invalid metadata entry 'name'

I'm not familiar with Nobara Linux, but this looks like a problem with your system's python setup. But I haven't encountered this particular error before so it's difficult to say. The most recenet RPM and pip installers are working on my system, as of today.

Don't forget that on Linux, Tartube doesn't need to be installed; you can run the script directly, as described here.
