比如 ime-and-cursor.obtainIMCmd 选项，既然它是系统相关的，应该直接为每个不同系统都提供一份配置，如 ime-and-cursor.per-system.windows.obtainIMCmd

毕竟官方支持已经鸽了太久了（microsoft/vscode#5595

这样一来，我们甚至能给用户直接提供一份可以开箱即用的默认配置，而无需用户再自行配置了（在多数情况下）
