Investigate address mismatch notice not appearing

We've had multiple reports recently of users who can't update their origin addresses on the settings page because the address_mismatch notice flag is set, yet do not see the corresponding admin notice in their WP dashboard. Investigate to see if there is a bug we need to fix and see if there are any other improvements we can make to the origin address data update routine to minimize issues.
