If the marketplace is acting as the seller of record for tax purposes, they need to receive all tax collected for remittance. Since we only support the use case where the marketplace is the seller of record in our marketplace integrations, we should show a warning in WP admin if the marketplace commission settings are set to give the tax collected to the seller.
