[Desktop] Blocking Autoplay for All Sites (default) does not work #10666

Follow up to #9597
Autoplay for All Sites does not work. It works for per site setting

Steps to Reproduce

  1. Clean profile
  2. Open brave://settings/content/autoplay
  3. Set Autoplay to Blocked
    image
  4. Open https://www.bloomberg.com/video

Note: The per site setting shows that it is Block (default)

Actual result:

Autoplay is not blocked
Important: if Per site setting is changed to Block, it actually works and blocks autoplay

Expected result:

Autoplay is blocked

Reproduces how often:

100% repro rate

Brave version (brave://version info)

Our goal is to eliminate the global autoplay switch eventually to match Chrome behavior.

Closing as invalid.
