Bridge download takes longer with meek-azure

Description

Steps to Reproduce

1. Install 1.44.95
2. launch Brave
3. open brave://settings/privacy
4. enable Use Bridges
5. select meek-azure and click Apply changes
6. open brave://tor-internals in another tab
7. click Logs
8. launch private window with Tor

Actual result:

Tor connection fails at 90% download. And it's retries after >1 minute

It seems the meek PT is completely broken. I can't get it to work in either brave or tor.
