Speedreader V2's Settings link doesn't work

Description

Speedreader V2's Settings link doesn't work; found while testing #26831

Steps to Reproduce

1. install 1.47.121
2. launch Brave using --enable-features=SpeedreaderPanelV2
3. open https://www.cnn.com/2022/12/10/us/california-landslide-palos-verdes-estates/index.html
4. click on the Speedreader icon
5. click on the Settings. link

Actual result:

Clicking on the Settings link doesn't do anything

Expected result:

The link to Settings should work

Reproduced the issue on Windows 10 x64 - 1.47.121 Chromium: 108.0.5359.99
