Vertical tabs graphical glitch when reorganizing.

Steps to Reproduce

1. Enable Vertical Tabs in flags
2. Drag a tab to reorder tabs
3. Tabs overlap graphically until any tab is opened or closed.

Actual result:

Expected result:

Tabs should not overlap.

Reproduces how often:

Happens with any movement of tabs in vertical
