(After the implementation of #791 in PR #11776, set for 0.21.x)

Right now, clicking the lock icon shows more information about the TLS certificate. The extended validation info text (if shown) should also be clickable.

Other major browsers: The EV info text is clickable in Firefox but not in Safari. Not sure about Chrome and Edge.

For example, in this screenshot, the GitHub, Inc. [US] text should be clickable:

Same as #7888 with the extended validation cert info text?
