Is Your Feature Request Related To A Problem? Please describe.

As mentioned in this comment, we could make the process of changing maintainers easier. As part of this, we should make it clear that there is a Maintainers section on the page holding functionality specific to maintainers.

Describe The Solution. Why is it needed?

We could look to add a link to the Chocolatey Packages Requests repository issues, where a request for a new maintainer could be added. This could be done automatically (as it wouldn't required much information to be input).

As part of this it would be good to have a new section for maintainers to make it clear:
