Pinned messages not respecting notification settings.

When pinning a message in a group chat, there is a checkbox to choose whether to notify all members or not. It notifies other members whether or not the box is checked.

@tysonkcv Do you have any idea if this works in the stock version of Telegram? In my testing the stock versions do the same thing.
