play: open tui/gui

Should cylc play offer an option to open cylc tui or cylc gui?

# i.e. this:
$ cylc play foo/run1 --tui

# as a shortcut for this:
$ cylc play foo/run1 && cylc tui foo/run1

Whilst it's not that big a saving for cylc play this would be useful for cylc vip as we don't necessarily know the workflow ID we will get out until we've run it:

# i.e. this:
$ cylc vip . --tui

# as a shortcut for this:
$ cylc vip .
$ cylc tui <copy-id-from-vip-output>
