Rose provides the rose macro -V command which validates Rose configurations.

There's a reasonable argument for allowing the Rose validation to be run as a part of Cylc validate or at least somewhere in the cylc vip process.

Consider adding the ability for plugins to define their own validators to be run as part of regular workflow validation.
