Is your feature request related to a problem? Please describe.

Grafana has been identified as a painpoint when scaling in previous issues (see #551). Today we do not document or test HA configurations at all.

Describe the solution you'd like

Document the HA setup requirements for Grafana. Also ensure that these are provided as an example configuration and utilized in staging environment. See https://grafana.com/docs/grafana/latest/setup-grafana/set-up-for-high-availability/ for upstream details on HA - primary adjustment is the usage of an external DB.

It may also be ideal to setup the nightly testing with an external RDS database to ensure this is consistently tested in nightly CI.
