Rust: Virtual Workspaces & Globs

My project uses a virtual workspace with a glob on my top level Cargo.toml, and I think this may have confused dependabot.

For some reason dependabot thinks bve/data should be a crate root when the only crate roots should be bve*/ none of the subfolders.

I don't know if it's the glob, virtual workspaces, or a combination of the two that are causing issues.
