Looks like Amazee set the version explicitly in their base image - https://github.com/uselagoon/lagoon-images/blob/b5aa1d48cb82ebb4790df68495f215b43c6a9359/images/php-fpm/8.1.Dockerfile#L147C5-L147C22

This is going to get fixed when amazee do the 2023.11.0 release of lagoon-images.
