We currently do not support having PR and issue link to different repositories. We don't want to fully support this use case yet but there is a small change we can perform that would allow us to at least accommodate the current situation.

Use full URLs in place of int for pr and issue fields in Changelog Fragment.

Changelog Entry should be updated to reflect this too.
