[clustering] Write performance benchmark tests

After #101555 is done, we will need to implement an initial set of performance tests:

• Develop tests according to the plan outlined in [clustering] Write test plan for performance benchmarks #101555
• Set up tests to run in CI, ideally on a cadence
• Document benchmarks for Kibana as it exists today, so that we can measure the change over time

I think it's safe to close this and related issues as not planned at this point, given our pivot to go with running a duplicate Kibana process for supporting task manager.
