Kibana version: 7.16

Steps to reproduce:

  1. Create an integration policy for system with the default name of system-1
  2. Create a second integration policy for system
  3. Observe that the default name remains system-1

Expected behavior: Second system integration policy should default to system-2 as its name.

This will be closed by #115212 since we reworked the logic for how these default name values are generated and as a result squashed this bug.
