[Uptime] Users without permissions to create actions and connectors can still open the actions and connectors flyout in settings, but can't use it #121098

Server OS version: macOS Big Sur 11.6

Browser version: Version 96.0.4664.93 (Official Build) (x86_64)

Original install method (e.g. download page, yum, from source, etc.): Elastic Package (Docker)

Describe the bug: When a user without permissions accesses settings within Uptime, they can still open the flyout to create connectors, but can't use it to save any connectors. It's also frustrating that they can't interface with the form fields within the flyout, not being able to type into them.

Steps to reproduce:

  1. Create a user which has viewer permissions (you can use the built-in viewer role) for the entire Kibana
  2. Login with the user you've just created
  3. Access Uptime > Settings and click the button to create a connector shown in the screenshot below

  4. Try to interact with the fields for one of the types of connectors, like webhooks, for example, and you'll see that you can't type into the form fields.

Expected behavior:

The button to create a connector should be disabled if the user does not have permissions to do so.

Any additional context: Found while testing #120379. We decided this issue deserved to be separated from the original issue that PR solves.

PostFF LGTM.

Steps to reproduce:

  • Create a new user with viewer built-in role only.
  • Logged into Kibana with new user.
  • Navigated to Uptime -> Settings.
  • Nothing is editable and user is informed about required permissions.
