MVP for Fleet-based sample data mechanism

Shared-ux team has been working on MVP for refactoring the existing sample data set solution architecture. (In-progress RFC). We wanted to leverage the existing Integrations architecture for this. In doing that, we had:

1. converted existing data living inside .ts files to .json files
2. create a sample package with flights logs that contains this newly formatted data

We had also identified the changes in the package architecture that would need to be made as next steps:

1. Add support for a new, asset-only package type ([discuss] Support (fairly large) sample data set package  package-spec#346)
2. Add support for bulk upload API ([Discuss] Support for bulk upload API package-spec#406)

On the UI side, the shared-ux team needs to come up with the plan of what are the necessary UI changes to support this. Given sample data will now be an integration, does it make sense for it to live inside the home plugin? We would probably want some sort of redirect from the home plugin to the Integrations page. In short, the shared-ux work for this is:

1. Outline UI changes needed to make sample data work as an integration

Given that both tracks of work are paused by the lack of resources atm, we've decided to pause work on this until further notice.
