Add metadata about deployment creation date

For the guided onboarding project, we would like to display some UI elements more prominent for a new Cloud deployment, say in the first month, and then hide them after that. It could be useful to have some information from Cloud or Elasticsearch about when the deployment was created (and maybe when it's updated to the next minor/major version).

@afharo do you know if we have such info in the config values that were recently added to the cloud experiments?

@pgayvallet I'm afraid we don't have those config values. I'm wondering, though: is this something that we need to gather from Cloud?

I mean: is there any place where we track when the start-date of a deployment? Does ES provide anything in that regard?

On a similar note, Kibana creates a new config SO on every upgrade, and we recently added createdAt to our SOs. How about we look at that creation date to know when was it upgraded to the current version?

If these are not valid approaches, we can check how hard it is to gather them from Cloud (if they track that data at all).

Guided onboarding is not being prioritized at the moment, so I think we can go ahead and close this issue.
