Panel filters don't get passed down when user has a dashboard drilldown

Original install method (e.g. download page, yum, from source, etc.): from staging

Describe the bug: If user has a panel filter and a drill down to dashboard - panel filters won't get passed down. But if the user's drilldown is to discover - panel filters get passed along with the drill down.

Steps to reproduce:

1. Add logs sample data
2. Add a panel filter to one of the lens viz on logs sample data
3. Add a dashboard drilldown and discover to the same panel from step 2
4. Navigate to dashboard drilldown from the panel - panel filters are ignored
5. Navigate to discover - panel filters are present.
