Related to #141074

We added support to bulk request agent diagnostics in 8.7.
It is important that this action supports 100k agents that we support for other actions.

Add a testcase in the performance suite that runs this action for up to 100k agents.
Probably needs work on horde too, to be able to upload a randomly generated zip file as diagnostics.
