Part of #16253

Once we have the base-level bundle/chrome figured (#18875) out we should add the core.applicationService and an app to utilize it.

I currently plan on pulling the status_page app into core and using it as the first application.

I'm going to close this in favor of #18843, which has more open issues linked up to it.
