Questions/Decisions

  1. Do we add it to an existing Saved Object or create a new one
  2. Do we track plugin success/failure as a whole or the individual components (default packages installed, default output installed, etc)
  3. Do we add a GET /setup route like /fleet/setup (for #63123)
  4. Do 1 & 2 apply to Fleet as well?
