Cut a version 15.1.0(?) release

It's been ~6 months since the last OSS release. I'm starting this issue to track what we need to do to cut a new release:

• Identify open pull requests that we should try to merge before we make the cut
  • [relay-lsp] Automatic renaming #4421
• Draft changelog notes
  • Identify diffs/PRs that need special callouts
  • Write top-level summary
• Release NPM packages
• Release VSCode extension

#4472 is also something I'd hope to be addressed before the release, as it's hurting developer productivity. I'll try to continue my investigation on the topic this week, have just been very busy with other stuff. If I get stuck I'll update you so that maybe one of you could also take a look :)
