Hi!
In the logs at the start of the system there is such an error:

Jun 1 18:49:06 localhost ircddbgatewayd[950]: wget: missing URL
Jun 1 18:49:06 localhost ircddbgatewayd[950]: Usage: wget [OPTION]... [URL]...
Jun 1 18:49:06 localhost ircddbgatewayd[950]: Try `wget --help' for more options.

And a log of the ircDDBgateway - such :

Loaded 0 of 0 XLX reflectors from

The error occurs due to incorrect settings
